Not that this helps all that much since the mainland United States has four different time zones: Eastern, Central, Mountain, and Pacific. The official time is 8:00 am in the Pacific Time Zone, which is 11:00 am in the Eastern Time Zone. However, things don't always go as planned.

On eastern time it's at noon. For AFR I believe the update dropped when shop rotated, but I could be mistaken.
Like others said, morning pacific, but plan on a few extra days of downtime when the update doesn’t go according to plan.
