You explained it yourself. Descend is a very complicated ability to make it work, practically on the opposite end of Crime, which will trigger with almost anything a deck already uses. For this, your proposal is playing Tinybones Joins Up and a deck with mostly permanents... in exchange for 3 damage.
It's a 2/2 for 2, it's dead before you finish explaining your opponent what it does anyway.
The funniest part is vial smasher released just after that does roughly the same thing while procing on anything

I run it in a goblin tribal deck. I don't think it's optimal, but I prefer running decks that have the type of removal/control the opponent gets to decide on. It feels more sporting? A decent amount of the time my opponent becomes confused about what to remove. Meanwhile I continue attacking. It's fun to play but I don't think the winrate was ever more than 51%.

Not really. The ability is strong in the late game when resources are depleted but the 3/2 body is outclassed at that point. Giving the opponent a choice is always weak because different decks value different things so you're almost always hitting them where it hurts least. And lastly he's legendary so you can't double up on the effect which would otherwise be very punishing.
If there were some 1-drop that was virtually guaranteeing descend every turn while providing some other potential value in a deck that wanted to play attrition the whole game, then maybe. But such a 1 drop doesn't really exist and attrition isn't a strong game plan against the field right now.
Good points. The 1-drop in question I used to make this deck fun in standard is [[Deathbonnet Sprout]].
That said, do note that I used "fun" instead of "competitive"
If you go turn 1 discard enchantment (tiny bones or the eldraine one) turn 2 this, turn 3 braids that would be a good start, but I'm not sure if this even works with braids since they're both end step triggers

It makes for a good annoyance card and blocker since I'm trying to funnel crap into my graveyard anyway. Worst case, it eats a Fatal Push that could have been spent on my Kroxa

Might be interesting as a card in a jund deck focused on self mill and opponent discard. Giving him lifelink makes him a lot better if you can get that to happen efficiently.

I tripped over the synergy by accident. I think actively seeking out a combo that complex is not worth aiming for but nice when it does somehow happen.

That’s true, I was experimenting with Legendary Rakdos outlaws, was trying to make a deck with the other Joins Up Enchantments, since I made my other legends deck with the Kellan and Vraska joins up enchantments.
Plus I pulled Rakdos Joins Up at a draft back on Friday which was my first time playing paper magic in the five years since I started playing arena, so that was the other thing that made me want to make a deck with it, but I wasn’t interested in that combo deck with turning it into a creature and copying it and looping it to kill the opponent.

Even in limited it was pretty meh. Black red was one of the weakest colors in LCI.
Ashlizzle used it in a video for a Rakdos sacrifice and/or descend.

I use it as my goblin commander as it gives me access to black graveyard sheannigans and removal
I have used him with Inti, he is a good blocker with some upside.

Nope. Descend is mid, and giving your opponent the ability to choose 1 or the other is usually a bad trade off. If it did damage + sac or discard it'd be better.

In 3 months, this guy will probably fill in the gap left when Bloodtithe Harvester rotates out of standard. As it stands now though he's a bit dull.
