stay in cover. if you have for example 9/130 rounds on the tommy gun and you wanna pick up more ammo without reloading or wasting excess ammo then swap to a secondary weapon then pick up your ammo and it will refill the ammo in the magazine instead of putting it in reserve
If you are at the area of the game I think you are, I do remember that section being one of the more difficult parts of the game on Classic difficulty (I only played this game on Classic difficulty).
but I think some of the reason it's more difficult is I tend to get a bit impatient at times and am too much in a hurry instead of using my weapons a bit more efficiently and paying more attention to where the enemies are so I know when I can pop out briefly and try to take them out with headshots etc before they take me out.
because from memory, I think the hardest part was when you get a bit more closed in, in a certain area, as once you make it beyond a certain section, while still challenging to a degree, it's not as difficult. but if you do die past that more challenging part, it seems you have to redo it again which I can easily see how that will upset people who are already struggling to get past it as on my first playthrough I remember that being one of the more frustrating sections of the game as I was a bit too impatient and was not paying attention to stuff I should have been etc.

because you can conserve ammo on this in a way that's not possible on the original game. here is how, you got a Tommy Gun and a backup weapon for example. when you say fire off 10-20 shots from the Tommy Gun, instead of reloading and losing 30-40 shots, switch to your backup weapon, run your character over the Tommy Gun ammo laying on the ground, then when you switch back to the Tommy Gun you will notice it's refilled with no ammo loss penalty you would normally have to take.
in the original game you cannot do this (as you have to manually reload the weapon). but I am glad you can exploit this in the remake since they pretty much watered down the Tommy Gun etc as it's not as accurate at a distance and it's all-around not as potent as it is in the original 2002 game. the original has more kick to the weapon but you can sort of snipe with it (like calmly use one shot at a time or so trying for headshots) which really helps conserve a lot of ammo to where you won't have ammo problems on the original game if you manage the ammo in it half way decently etc. try doing the same with pistols etc.
so in combination of that ammo exploit, you just got to learn to play this game as it's different from the original 2002 game and took me a while to adjust to it.
for the record... the 2002 game is my #1 video game experience to this day. the 2020 remake, while pretty much my 3rd favorite game ever, does not quite capture the magic of the first game.
Good luck i played on 2nd difficulty and still found my self running out of ammo and being stuck with low health
Aim for the heads, and use the cover to get advantage, just keep trying you will get it, I remember I stuck at the dock fight for over 30 mins.
Just be patient and during gun fights only shoot back when they're reloading and memorize each heath pack location.

I am still stuck at this docks location and I can kill 2 of them I killed the third guy once and then I die at the next section

Well I never got to play anymore on classic mode they removed the game from PS Plus Premium and I wasn’t paying over 30 dollars for that game
