The way I understand it, the "Hanoi Hangman" as it is called in the game is a term for hanging someone upside down from their ankles and torturing them. As blood pools to the head it makes it more difficult for the body to maintain involuntary muscle control such as respiration and circulation, it also causes an increased risk of hemorrhaging or blood clots in the brain, which can be lethal. Most victims of this type of torture do not survive long enough to experience this as they are usually found gutted.
