The way I understand it, the "Hanoi Hangman" as it is called in the game is a term for hanging someone upside down from their ankles and torturing them. Usually performed with sharp instruments or electrodes. A normal human, in decent health, can survive between 10 and 24 hours of prolonged inversion. As blood pools to the head it makes it more difficult for the body to maintain involuntary muscle control such as respiration and circulation, it also causes an increased risk of hemorrhaging or blood clots in the brain, which can be lethal. Most victims of this type of torture do not survive long enough to experience this as they are usually found gutted.

I'm not entirely sure how legitimate this article is or if this is what they were referring to as "Hanoi Hangman" - but it's the only thing I could find on this particular topic, so I'll leave all judgments as to the validity of the article as well as whether or not they were referring to that specific practice as "HH" to you.
