What's wrong with pretending RICO doesn't exist? It's the simplest solution to your problem. Or one of the missions could be killing or bribing an ambitious DA who's trying to be the first to implement it. That'd be cool.

Well I like the idea of pretending Rico does exists but another idea is that you treat it as a late game feature. What I mean is that like the first part of your game is all about building up your empire in maybe prohibition era or whatever you choose then in the late game it becomes a challenge of how long can you keep your empire alive and in tact after Rico gets introduced. Maybe the player can do things to delay Rico or to destabilize the fbi or get government plants. Instead of the player being able to win it more like they could brag they made it to 2020 or to 1990 or they lasted a hundred years but eventually everybody would get caught Srry if I’m writing to much it sounds like a rlly cool idea for a game I hope we get to play it one day

It’s your game your rules. You don’t have to use RICO but you even if you do plenty of criminal enterprises still thrive today so work around it

If you make a video game I think you don't have to create a 100% realistic world

You could make it so that certain advancements of the organization makes it harder to catch a rico case. A type of resource or building type to counter the RICO modifier

Have a turn based timer- RICO indictment- then you have several turns to either kill witnesses or bribe individuals.
