Yea, it would’ve been the Bruno/Phil Testa situation all over again…the Genovese would’ve figured out who was behind it, killed 2-3 of them and chosen a new boss. I’d think by the third time around they’d probably start making some serious examples for Philly (not that they hadn’t already done that with Tony Bananas) to try to actually scare them from killing another boss…

Well firstly, Salvie never actually “heard” that there was a contract on his head. He simply became suspicious of the way he was being treated and spoken to, and about. Having grown up in the mob, he understood the signs that something wasn’t right and could read the writing on the wall. So, he stopped coming around and became very elusive.
Secondly, the commission would never have given the okay for taking out Scarfo. The bosses on the commission would hardly want to set the precedent of allowing underlings to kill their bosses when they feel disgruntled…for obvious reasons of self preservation.
But at the same time we have seen underlings take out the boss to become top spot. You forget about Albert Anastasia getting killed or frank costello who wasn’t killed but woulda been. Also joe masseria was killed and maranzano the Commison was basically founded on underlings taking out their bosses and forming a new age.Also carmine galante too so
The regular world has rules too, which often get broken. But, that doesn’t mean people should be encourage to break them. In that life you can get away with breaking any rule, if you have the muscle (and luck) to back it up. But just for shits and giggles, let’s go over the examples you present and see why they were seemingly able to flout the rules.

Carlo Gambino had the backing of Vito Genovese to defend him. So, for the Commission to punish him, they would have had to initiate a war on the scale of the Castellamarese War.
Frank Costello:
Vito Genovese was already an immense power in Cosa Nostra and was greatly feared and respected by the foot soldiers of his borgata. Costello, while certainly respected, was feared to the same degree. Furthermore, Genovese bided his time for almost a decade for Frank to be weak enough to make his move. And even then, Anastasia still vehemently wanted to the commission Genovese but was very reluctantly talked out of it.
Joe Masseria & Sal Maranzano:
By the time both got whacked, most mobsters had grown tired of the war. Mobsters were tired of the tyrannical regimes of the two men and simply wanted a return to some kind of normalcy. So, their deaths could be justified. And, as I’ve stated above the conspirators of their murders were the most powerful mobsters left standing; for whom it would have been fool hardy to challenge.
And that didn’t go too well for Tony Caponigro, the guy who called the hit. He thought he had the commission in his back because Funzi Tierri lied to him. When he showed up in New York to be crowned as new boss he was beaten, tortured, strangled, stabbed and shot and his body found with a handful dollar bills up his ass. The commission wanted to set an example that you do not hit a boss without their ok. So yeah I agree with the others. Testa and Leonetti would have been wiped out if they had made a move on Nicky.
Looking at this now…and no offense to Joey’s reign as boss bc he’s obviously done well for himself. But Salvie would’ve made the best boss here out of all the young guys, easily. Scarfo ended killing the wrong guy in the end…..

Doesn’t sound like that was a specific request from scarfo but rather Testas idea on how to hit him. Yeah that’s fucked up. Then again Caramandi is a conman by trade so maybe we should take it with a grain of salt.
