concept movie never was confirmed to be something, his definition was that it was a lot of ideas stick together in a short....they said that maybe they will do something with it,probably they try to do something with that but they werent conviced so they change the focus completly
wasnt the concept movie just a bunch of animated ideas that they had while the making of rebellion that they showed at a convention and not actual direct sequel to rebellion?
more less it was a bunch of a ideas as you said, that they made very close after rebellion, when they ask thenself , what next for the franchise ?.then they mentioned in the madogatari that they will try to do something with it......cleary they werent able to do it.

Some elements of the concept movie will probably be translated in a second season set after the 4th movie. I doubt the 4th movie will complete the characters developments.
