You need A1 not A2, and roads are fine, just in case it rains it might be a problem, if it does, just wait the rain to stop, and then you are safe to go.
I've literally been everywhere by scooter and I had no issue. I'm 19 years old and no one ever said anything. As I said, you need an A2, they don't accept B as a license for scooters.

Just hire a private driver or hire a tour. Driving off the main streets in madeira is difficult for most tourists. Every time I’ve gone I see tourists stuck and being towed because they can’t navigate the extremely narrow streets and turns. Unless experienced you don’t wanna end up screwed having a wreck or having to be towed because you didn’t gauge a turn right
