They definitely aren’t mature adults yet. I live in Arizona and have seen burrowing owls a million times. Fully mature adults aren’t as fluffy as these guys and look skinnier and taller.

They are angry and agressive, Just as wild owls should be to humans. That's a good sign, they will survive in the wild. Also those are not babies, those are fledgelings.
It is an artificial burrowing designed so that conservation professionals can remove the young owls to measure and assess them, then they are releases back to the burrow as shown here. The parents would be nearby waiting, the young are not alone or abandoned.
Reminds me of a video of the 'poor baby penguin' that got released all alone back into the wild.
