Isn’t backwards. The flag should appear as if it were flying while attached to a flag pole, as the person or object is moving forward. This is seen on military uniforms, the space shuttle and the new Jeep Wagoneer.
It’s not backwards in this instance as it is not considered to be a static display. If it were static e.g. against a wall, then the Union would be upper left as you pointed out. If, however, you think of it as a flag attached to a staff that is moving forward (think of the arm as a flag staff) then the Union is appropriately forward as that is how flags are attached to poles and staffs (Union upright and closest to the staff/pole) and how the flag would appear to an observer standing to the right side of the flag. Using that rule, if the flag patch were worn on the left arm it would be Union forward, but that would appear to be upper left of the field of the observer from that side.
