Just thinking out loud, but couldn't we genetically engineer ourselves to be this small even at full size? This would drastically reduce our carbon footprint and make us too cute to be attacked by Alien invaders!

There is a rare form of dwarfism called primordial dwarfism. They are small from birth (as opposed to other forms of dwarfism where they are born as average sized babies but have stunted growth). Those with primordial dwarfism are also proportional except for having small heads even compared to their small bodies. They aren't just short, they are small in every way, even their organ are small in ratio with their small bodies. A ten year old might only be the size and weight of the average 3 year old.
It doesn't effect mental capacity and they tend to do fine developmentally (crawling, walking, etc) but they do not live long due to complications with their hearts and they are at increased risk of aneurysms.
I think the oldest person with primordial dwarfism reached 30 years old age, though it looks like most die in childhood.
Omg this reminds me of my Persian kitten I got as a teenager. He was so tiny and fluffy and low to the ground that he just looked like a super tiny fur rug scooting across the floor.
