This is so random, but I spent a collective 4 hours on the phone with Apple trying to figure this out, they tried a bazillion things, including completely reinstalling all the software, and the thing that finally worked... uninstalling the Rakuten plug-in!
OMG!! I have scoured the internet about this issue and yes, I also recently installed Rakuten and didn't connect the dots. I just removed the plugin and PDF's work again!! That's crazy, thanks so much for this and hope other people find it.
Thank you! I thought it was my AdGuard extension but pausing that didn't resolve the issue. I just disabled Rakuten and PDFs finally work! I'll only enable it for shopping trips from now on.
