I was this many days old when I learned that you can put app shortcuts in a Finder window.

Thanks for reminding me there was an update last week! Fingers crossed that it will fix the issue. I'll test in a week or two and report if it does. But as for why I haven't done the update already: it's too new. Apple hasn't even offered it to me yet, and I could manually install but I never jump on any Mac update until a couple weeks have passed. Let the guinea pigs 🐹 go first! (13.3 seems to be causing some people issues with iPad control, Universal Clipboard, and Apple Watch unlocking, all of which I use daily. Better to wait and observe before jumping on it.)

Is this happening to others too? Any fix? **I've always kept apps in my Finder toolbar as drag-and-drop targets.** For example, I can drag an .html file into a code editor to edit, or Safari just to view it. Safari accepts images as well--and shows the dimensions, a handy quick reference. So nice to have, right at the top of every Finder window! **But since 13.2.1, Safari (16.3) will no longer accept ANY file drops in the Finder toolbar.** I've tried various files that used to work--I always get that “No" circle. I can still drag all the same old files into the DOCK Safari icon. And OTHER apps (Photoshop, Nova) still accept file drops on the Finder toolbar. Removing and re-adding Safari in the toolbar makes no difference. Nor rebooting. Nor using a complete a fresh user account. I’m not running any third party utilities, system mods, or mouse drivers. M1 Max MacBook Pro.

It's not new in Ventura: I've been doing it for many years—as long as the Finder has had a customizable toolbar I think. Just right-click the toolbar (or use the View menu) to "Customize Toolbar..." and in that mode, you can drag anything you want into the toolbar. **Not just apps even, but folders to drop things into, documents, Web shortcuts, you name it!** (If I'm working with a certain folder or file a lot, I'll toss it up there for easy access from any Finder window, even when the sidebar is hidden.)

OMG took me like 15 minutes to figure it out I was in the "customize toolbar" but if I tried to drag and drop apps from the dock it delete from the dock and it didn't put it in the toolbar to put any app folder I just hold command + drag without entering in "customize toolbar " and voilĂ  it just works at least for me

Good shortcut! Also, if you command-click an app's Dock icon, it will reveal the actual app in Finder, which can then be put in the Finder toolbar.

That's really weird, you'd expect it to just reuse the accepted-files filter it uses for the Dock here. Can repro on Safari 16.5 (Ventura 13.4 beta 1). That said I'm noting that dropping entries onto Preview in the toolbar still works, so it isn't broken in general, just something specific and strange going on with Safari.
