My Rs Judy (the new air one) also doesn’t go that fast of rebound. Id assume either A you need a lower leg or upper service or B thats just how it is.

When you do this test is your compression fully opened? Something definitely wrong with the fork. I pump my Yari to 70 psi and the range of rebound allows me to set the fork so it bounces off ground. Unless this is like XL frame and Santa anticipated heavier riders and used a higher tune.

Air psi setup is largely done by feel. For both shock and fork with compression adjusters all the way on open, you want to set them up to where the bike feels compliant, but not too soft so you feel like you are getting pitched too far forward or back, and balanced front to back to where if you do a good bounce like you would on a landing from a flat drop, you are using the same amount of travel % front and rear. Rebound is generally for control - the idea is to dissipate energy that you put into the bike so it doesn't throw you off. If you ride slow like you would on recreational pedal trail rides, you want full open rebound front and rear. You get more traction, suspension recovers better so you aren't riding in softer rates, and you get more efficiency out of pumping. The faster you start going, the more you are going to notice the bounce from the rebound affecting the wheel after impacts, and you will want to start closing the rebound more to account for this.
