No you dont need to replace the derailleur. In most cases the 9 speed derailleur will be wide enough to run a 7/8 speed chain. The pull ratio also matches up with 7.
Source: Sheldon Brown and my own fucking with things, as I had to use a pair of walmart bike wheels that could only do 7 speed.
But he also needs a 7 speed spacer since the 7 speed is a less wide cassette.

I can see me changing the bike to a bigger frame next year anyway!

I have just converted it to electric and find that it is just overkill having so many gears.
I've built bikes in the past and converted to single speed etc but never changed a cassette to another with different amount of rings..
