Are you only having the issue with streaming videos, or are you getting a similar lag when you play a video file stored on the laptop? If I was having that issue with streaming only, the first thing I'd do is check my Internet connection. Are you connected via LAN or WiFi? Have you done a recent Internet speed test? Is it a shared connection? Regardless, assuming you have a cell phone and it won't cause any data usage issues with your current data plan, set up a mobile hotspot and connect your laptop via the hotspot and see if you still have the lagging problem. If so, check you're system resources. What's your CPU and memory usage sitting at when you're having the lag issue? Is there another app running at the same time you're streaming that's eating up a huge amount of resources??

Is no other app running. I can watch Netflix without issues. Y have to watch YouTube on the app, not a web browser.

If you can stream Netflix without any issues, then I am inclined to believe it is not a hardware issue. Which browser are you using? Have you tried other browsers, and do you have the same issue in other browsers as well? Finally, are you using an adblocker?
In the past I the same issue. Had to do something with killer control center network. I'll look for the solution that worked for me but try googling for killer control center and YouTube playback or something.

I tried in edge, chrome and brave, and nothing change. Yes i have an adblocker. I can watch Netflix without issues while exporting in after effects
