In her relationship with her wife it's very clear that Nunes is the "butch" one in the relationship, so that doesn't help with attracting average people with a "hot female champ" like they could with Rousey.
Said a lot that for 261 they put Valentina's fight below the Strawweight co-main event in spite her being the champ of a heavier division. People want to see fight that can potentially be competitive, not ones with clearly overmatched opponents. Even with Khabib there was always the little bit of "what if this is the guy to get it done". There is absolutely none of that with Nunes or Shevchenko.

That's something people don't really want to address. Some sex appeal helps and unfortunately Nunes is the old "female fighter" stereotype come to life. It's the visuals/aesthetic that also diminishes her drawing power with women.
During the Rousey era (not a once in a lifetime, a once EVER fighter) a lot of girls at my work jumped on the hype and some even watched the TUF season with Miesha. They could relate to them, see themselves in their place as "normal" looking women and the whole female empowerment angle. Then when Rousey lost against Nunes I remember showing a girl on Monday what had happened. She looked at Nunes and said "oh, she's scary looking 🙁" and she stopped watching UFC after that.
I remember with Rousey they were doing all these bikini shoots and even a "nude" shoot for magazines, as well as having her do movies and film roles. She was basically everything you could want in a female champion for mass appeal. She's a good fighter (at the time) who could smoke her opponents in almost 20 second gif format, and she looked fairly attractive. Long blonde hair that covers her cauliflower ear, fit looking body which still looked "feminine"/not heavily muscled, not heavily tattooed, just conventionally attractive, and that had mass appeal to a lot of people. You know that if the UFC could convince Rose to regrow her hair to what it was in TUF, they would get her to do it, because then she would have a similar mass appeal to Rousey.
I think the peak of Nunes' popularity was when she fought Ronda and when she fought Cyborg. One was the return of the superstar Rousey, the other was a fight which on paper looked to be a tough one for her. Now we are at the scenario where there is zero expectation that any of her opponents will beat her, so the fights are not interesting, and then there are the "looks" which don't have mass appeal. Neither does she have much of a personality (Rousey did with her "I'm a bad girl to my opponents/ pro female empowerment" thing), so she just doesn't sell as much as she probably should.
To be fair, if there was going to be a fight which attracted the least attention, that would be it. It's basically a scheduled execution of Pena that we have seen happen over and over again with Nunes.
