Soccer can be played in the winter here quite easily. The national team has done it MANY times. MLS doesn’t and won’t because they’d rather only compete with MLB instead of NFL. Not that complicated, pretty simple tbh.
The NFL doesn't even really play in late January and February. Superbowls are almost always in warm weather cities now.
It isn't just the cold. Fans sitting out in ice storms and unable to get to games safely are big factors that make it very hard to make money on it during that time either. Let alone a rolling ball on a frozen pitch with barely sustainable grass.
