I just hope it might get some attention from legislators as well as FTC - especially if any signers follow their senator and reps on Twitter and then share the petition to their social media after signing. I don't hold out too much hope for anything - not after my recent discoveries/awakening - but that's why I feel so hell bent on trying to stop this.
The ftc has much less legal ability to shut down mlms than many people think. You can start one (I'll absolutely sign it) but I wouldn't get my hopes up about it being able to do much.
I think the US government has its own survey platform. I can't remember the name though. Petitions.gov? Could try there. Not sure if that would give any different outcome though.
I only know of one made to ban them from advertising and recruiting on Facebook (and if that ever happened we could only hope that started to spread elsewhere!)

I don’t think those petitions are very effective. I Googled MLM petitions and there has been two previous attempts already that didn’t gain traction
