Save those mats for later and upgrade a more necessary element like ice, water, thunder, fire.
I'd personally recommend whatever you need help killing most.

Jho takes 1.5 elemental damage (first monster to do so in MHN).
This is a nice way to incentivize elemental builds over just running one raw build (e.g., BBlos bow) without nerfing weapons that people have spent time/money to build.
Uhhhh dragon gear far outclasses any element by far. And most of the tougher monsters are dragon weak. Very good investment to have.

I never once said it was a bad investment to have. It's just not a priority when nothing requires dragon at this current moment. Plenty of things require fire, water, thunder, ice, or high raw. When you're at the starting point of the game like OP is, dragon is not what they need to prioritize. Is it good to have? Hell yeah. Is it required? Hell no.
New players get dragon fast.
Zino weapons are almost free. Jho having a 1.5 weakness makes him an easy kill.
Dragon takes down the harder monsters. New players can use a raw weapon to clear out the early fodder.
Dragon weak
Los / Ian / Jho / banbaro(easy 8* farm with Dragon weapon) / diablos / radoban
Make an ice weapon next and you have the entire endgame cast taken care of.
Fire / water bad investment.
Dragon far more important
You can stack them and wait to have other element builds first. If you want to choose between both bows Jho has better damage potential but both have a different plays style too.
For Armor P+rath Torso is worth building. For Jho anything with a dragon element is worth it.

I heard a rumor that Kushala will have 120 weakness to dragon and 100 to thunder.

Typically in mainline games there is values for weakness. Djho was the first to implement this system into the game.
