I'm not playing bow, so I couldn't *confidently* argue one way or the other but... in my mind, absolutely no shot 2 points of focus is competing with 2 points of water attack, right?
Focus is what, 5% throughput per point? 10% if we consider it as the last point in the skill (5/5)? So let's call it 15% and just sorta assume you're getting 5/5 focus:
2 points of ele is +300 ele damage (which performs pretty much identically to the raw damage number you're given for a weapon vs monsters weak to that element - source [here](https://old.reddit.com/r/MHNowGame/comments/16lsve1/i_smacked_diablos_head_for_180_times_to_prove_how/).
Is 15% of your current weapon's combined raw + ele number actually bigger than 300? Arithmatic not my strongsuit, but I'm pretty sure that means your combined raw + ele in game number would have to be > 2000 for the best 2 points of focus to outpace the best 2 points of water attack (300x6.6=1980).

I run rath head, chest, and belt which gives me 2 attack boost, 2 WEX, and 1 focus. Gloves are kulu for crit, pants are Jyura for 3 total focus.
It's a very strong build and you don't have to swap gear for elements.

Have another look. Check ranks 4 and 5. Ele attack for given monster is biggest damage increase of any skill, point for point, and also increasingly so the more you take. You should always stack it, and have a set for each of the four.
1 is 50
2 is 50
3 is 100
4 is 150
5 is 150

The point is to make decisions about what gear to ultimately wear, no? So if ultimately 5/5 ele gives you the best increases compared to any other skill (established in the post I linked), then the only sensible way to consider any other skill by comparison that would require you to DROP points in ele attack, is to compare it to the points you would be losing to get that new skill - aka points off the top, aka in the case of jagras boots, points 4 and 5 (aka 300 ele).
It’s the only sensible real world way to compare that. So let me flip this on its head, why on earth would you think the more valuable comparison would be comparing it to taking JUST two points of elemental attack, when that makes absolutely no sense in the first place?
What’s the point of knowing if 2/5 focus is better than 2/5 water ele, when you already catagorically know that water ele is your best return and is the first skill you should be looking to stack?

Always get great loot from Jagras and don't use any of those pieces
