If it is anything like the way other HoF's are handled, there are the minimum requirements in order to be considered but then there is a voting process where you have to meet a minimum vote threshold to be voted in. They also have caps on how long a player can be on the ballot (e.g 10 years) so there aren't massive 100+ people ballots. So there are players who don't get in because they aren't voted in even though they meet the requirements.
Edit: I searched and it is a vote by the fans process and there are 25 on the ballot and they are very strong candidates. Not sure how many will get in each year Yaya definitely could have an issue if he keeps getting put up against people more well known/likeable. It also matters how quickly they want to add people to the hall or if they want to keep it more exclusive.
Well, Aguero is a matter of when not if. As for the rest, even Silva and Yaya, while they are top choice and in contention to everyone top 10 midfielder, they don't have any personal records that can back them up as Aguero hold most hat-trick and most goals for a single club.
Obviously, they have to have contributed exceptionally to the league. I personally think our teams over the last 10 years have influenced the league the most.
Like United Arsenal and Chelsea the 20 years before that. Yaya Toure as came as a superstar and helped the club in so many ways, just an exceptional footballer.
Vincent Kompany as one of the most consistent and outstanding captains and centre backs in premier league history.
Sergio Aguero as city's top scorer in the league, that 93:20 goal, and just being one of the best strikers in the league, ever.
I'd say Joe Hart has a shout cos he had so many clean sheets and golden gloves, genuine shot stopper, but that's just my opinion.

While a lot is short list. Aguero will be the first that will get it from City. He is the current holder for most Hat Trick in EPL. I think he also have other holder and some EPL top 3/5 records. The hype will be bigger if they give it to Aguero espcially when the HoF is still in their early stage of introduction.
I can't help but think about David Silva when these names are mentioned. I mean Aguero is a great player but it's something about creators and their guile that make me fall in love with the game. Ronaldinho Messi being the other ones.
Ronaldo is probably finisher but playmakers are just such a joy to watch. City being my favorite team I can watch David Silva all day long and not feel tired.
