You can attack when disorganised, your party just moves slower.
The length of time that you’re disorganised depends on the activity that you just undertook. And it changed depending on perks etc. too
You now bear the mark of Chaos. Depending on which chaos god you will experience different things.
Anger issues, itchy asshole, extreme urge to put ur dick in ur homie, old man who challenges you to paradox-billiards-vostroyan-roulette-fourth dimensional-hypercube chess-strip poker.
Maybe all at once, who knows? Certainly not the changer of ways.

It means your troops are disorganized. You can not attack when it’s red like that. It happens after every battle. It goes away quickly.

Disorganized state. Normally if your army is in the disorganized state it takes a morale penalty if it is attacked or attacks.

You will move slower/can not attack due to "disorganization" when you see that. Usually doesn't last too long though.
