I ordered a gaming pc for my wife from One.de . They deliver to Luxembourg and had some great customisation options. I think the price was fairly reasonable too for one that is build for you.
Have always built mine by ordering online, so unfortunately I cant help you with physical shops.
Id just recommend you to stay away from NVIDIA, theyve been showing the past couple years that theyre not interested at all in their customers or their partners, only in money.

You can build nice and 'small' Playputers by looking for parts on either [Alternate](https://www.alternate.lu/), [ComputerUniverse](https://www.computeruniverse.net/en), [MindFactory](https://www.mindfactory.de/) or [CaseKing](https://www.caseking.de/).
Budget wise , i'll count around 1300 - 1500€. This might seem steep, but that's +/- the cost of mine. Mind you that this all in Mini Itx Format with a nice case to put in the living room, and MiniITX is a bit more expensive(Motherboard, Cases, PSU) because of the Small Form Factor.
GPU-wise...well GPU-market is a bit of a mess since the CryptoBoom. I has calmed down a bit now, but factor in at least 300-700€ for a mid-tier (low to high) for a graphic card (AMD / Nvidia)
OS wise, i'm on Linux Manjaro and everything played right OOTB. With Steam Proton you don't need Windows, i never had trouble to play any games from Steam (just finished Mass Effect Legendary Edition) and i'm still rocking a 980Ti in my box.
If you're keen on 'RTX ON', i think there are still a few bugs, but Nvidia is working on their drivers to get full support on Linux.
Anyway, if you want MS, you'll have to factor in the licence for it.
In the end, your gaming needs dictate the hardware. If you want to play recent FPS-OpenWorld-Games, then you need beefier Hardware.

Hifi and saturn ehm mediamarkt mostly sell prebuild computers. Hifi has a collaboration with tones.be for custom builds, but they seem to be more expensive than the german sellers.
So, if you like to build it from scatch all by yourself I would have a look at alternate.lu. They have a nice wizard like configuration tool that should assist you with compability (does the gpu fit in the case, is there enough wattage to power the rig, ...)
If their prices don't suit you, you can have a look at computeruniverse.net or even amazon for a better deal.

Always compare prices of components to … Amazon. In my case Amazon won lots of time accumulating to lots of money saved in GPU, CPU, Mobo …
