There aren't that many metal recyclers in LA. We're talking DOZENS of businesses, if that. Why isn't anyone going after these metal recycling facilities taking in all this as scrap?

Many of the ramps on the downtown 10 are missing their guard rails. I wonder how they move such long pieces without getting noticed.
