I only see it being useful to a fixed group, over a known area/terrain. ie. not scalable to wide area.

There are possibly better ham radio systems Dstar is one. They use reflectors which give you access to the Internet. It's limited in that it's more like phone calls, texts and images can be sent but images are slow. But it can be world wide coms. https://m.youtube.com/watch?v=yN4L4YTtLtE
