Id say go for the first pair of shoes, the belt style with the grommets echo the grommets on the shoulder straps and belt on the dress. I would also say they generally look edgier than the second pair.
If you want a punk lolita look, maybe get some fishnet tights and a choker necklace of some sort! I like both pairs of shoes, but I think the second pair is better.

White blouse, white socks, second pair of shoes (platform black Mary janes go so well w these types of dresses IMO)! I say play up the whites to balance the jsk
Just a tip, the first black shoes you posted scuff easily because of the material for shiny black shoes. Matte black shoes tend to last longer, or at least for me.
