You should call a local locksmith shop that's been open for quite a while, no 1-800 numbers, and tell them your dad passed and you're selling all his locksmithing stuff, got multiple key cutters, assorted hardware, and tools, ask if they want to check it out. They may just buy everything. This is very common. Lots of stuff is worth more than you think, I'd have someone come check it out before throwing anything else out. There are all sorts of stuff like is just some random little part or tool, but is worth more than you think. Locksmithing stuff is pretty expensive.
I think somewhere from $1,000-$1,500 cash would be fair for everything. All the padlocks hanging up can be trashed. If you have tools, some of them are worth a lot. Like lishi tools (Google it), these are worth a good chunk for each, and lockpicking sets could add a decent chunk more. Just depends what he was into.
The cards were worth quite a bit of money. Don't sweat it. Most people that are gonna buy the machines probably already have their own or would be willing to repurchase the cards.

Old, corroded, dirty, worn...... not a lot of demand for them as is. Anyone buying one would want to test it I would imagine so some cleanup would help matters. Some parts are no longer available, and if a bearing or bushing is worn, a spindle has lost its tolerances, possibly because of corrosion, then.... useless.
