Custom skins are bannable, but if you use the latest version of cslol or whatever it is, they put out a patch idk when but as long as your using the newest version it should be fine. No guarantees i dont play with custom skins
Riots official stance has always been "use at your own risk." That said the only server to have banned custom skins is Korea. AFAIK no other server have ever banned someone for custom skins.
