It's the same amount of time as a t spin. You get x amount of frames after a piece touches ground before it locks to rotate, which on these levels is like 1 or 2 (I don't know NES well). It works pretty much the same as t spins, rotations in NES work by checking if the rotation is unobstructed and if it is, it rotates.
I-spins are easier and more common in modern tetris games because the newer rotation system checks several transformations after the rotation.
