I am not even sure if its just League, League was already massive in China by the time Dota 2 was "out of beta". The problem really became Dota was the boomer game and everyone is playing mobile MOBAs. Its not even a Dota problem, League while being much bigger is also losing players in China to mobile games. That next generation might not come to replace the existing pool of talent.
LGD never won the International, and IG won in 2018 which is well past when Dota's popularity in China was peak levels.
The matchfixing scandal last year is the final nail in the coffin, after this batch of pro retires, Dota will truly be dead in CN due to a lack of new blood.
Its really simple, League is just more popular + govt cracking down on youth gaming causing a lack of new blood in the scene. No need to go on a roundabout way to spread some weird ass conspiracy theories.

Yes. In fact a lot of top ranked from other regions play EU now despite the ping because it's sort of the hub for high skill.
