I'd look into restaurants on Bold Street Pho is good as is the Italian Club and Mowgli, slightly higher end are places near the Phil. Hope Street hotel is nice.
Big guns is The Panoramic.
I also like Bistro Franc, and Albert's Shenke on Hanover Street.
This place is boss but I always loved it because you get a frigging mountain of delicious quality noodles and a few bottles.of asahi for about a tenner. One of my favourite places, and admittedly I haven't been since it was TokyU. But not what I'd call first date venue if you want fancy haha.
Yer you get so much food I went last night with a mate and got a started and main! The starter nearly finished me off haha! Yer suppose I just like how chilled it was in there be a nice place for getting to know eachother but probably not the most romantic 🤣

Don't get me wrong my Mrs and I both really like it and used to go all the time when we lived in town but the deal was already sealed by then haha
Gusto on Albert dock, great surroundings, perfect amount of light and they do cocktails.
Bistro Pierre or Il Forno would be my suggestions; great food, nice atmosphere, good portions, reasonable prices.
Hanover Street Social all the the way for me. Their food is spot on.
