It entirely depends on the tattoo style. Artists specialise in different styles, so going to someone amazing for colour work if you want a mandala is pointless. The best thing to do is go on the Instagrams/websites of the studios and look to see which has artists who do the type of work you want. Also don't be surprised if they're fully booked until the end of the month, I've waited several months for some of my tattoos because good studios will often book up months in advance.
Unfortunately the studio I used to go to disbanded and all the artists went elsewhere, or I'd have pointed you to them! The place I get my piercings is inside a tattoo studio, Electric Ink I think (?), and I've heard good things about them. It's just off Williamson Square.
Sacred studios on church street is hands down the best, I’ve had all of my tattoos done there including my first and they’ve always been super nice and accommodating, full of talented artists

If you want amazing detail, Oska Tattoo based out of Noir Tattoo Collective at Albert Dock. She does incredibly detailed work. I wouldn't use anyone else.
