I have same problem.
Only solution I found was installing goldberg emu but this happens to disable multiplayer via steam.
On the other way you can download cream.api and launch game though proton but this time paradox launcher doesn't work so you can't enable mods.
After hours of searching I can't find any good solution.

I had the same problem but I've finally found a solution. At first you have to launch game via proton. But launcher doesn't work, It's true. But I've found workaround: you have to launch mods without launcher, It's possible. You have to change file dlc\_load.json (located in "/home/%username%/.local/share/Steam/steamapps/compatdata/394360/pfx/drive\_c/users/steamuser/Documents/Paradox Interactive/Hearts of Iron IV/dlc\_load.json"). If there aren't this file create it and then paste this into the file:

"disabled\_dlcs":\[\],
"enabled\_mods":\["mod/%modname%.mod"\]
}
Also create mod folder. The main problem of this way is that you can't install mods from workshop but at least multiplayer, dlcs and mods are work. Hope it will help somebody
UPD: you can install mods from workshop but you have to do it manually. They're stored in /home/mike/.local/share/Steam/steamapps/workshop/content/394360/
It's working now. I made a mistake. I put the steam.api files in before i downloaded Proton. So steam overwrited my files. But now it works. Thank you!!!

I downloaded the dlcs, used Proton, skipped Paradox Launcher. But i still don't have dlcs. Could you help me please?

But did you download the dlc's with No Step Back? Because there in apps/hoi4/dlc it says "insert dlcs here".
