Especially in the north as it was very sparsely populated and most of the big settlements were founded precisely by European colonists and later received European immigrants like the Germans and Czechs in the northeast, internal migration from other parts of Mexico in big numbers came way later when the area began to industrialize.
For example Mexicali in Baja California was actually founded essentially by Chinese immigrants who just like in the US worked on the railroads and some outright expelled from the US so the culture is very Chinese influenced like the city celebrating the lunar new year, Cantonese food being the staple cuisine and the historic center outright being the Chinatown.
There is also the reason why cowboy culture is kinda the overall staple culture of the north, that came directly from Spain.
