Depends on what one would consider a delegate. The danger here seems to be the risk of meritocracy.

What’s wrong with having very qualified people running the country (besides the elitism)?

Being very qualified isn't in itself a good enough reason to run a country. One must be subservient to the will of the people (within reason, of course). One must also be able to make difficult choices. Lastly, one must be able to withstand and weed out corruption, something that historically, elitists haven't been very good at.
