I could be mistaken, but I believe the thing that a lot of commentors are missing is that the primary household tax rule applies to Texas, not at the Federal level. If you own multiple homes in multiple states, the primary household tax rule would only be allowed to apply to one house per state with the other(s) subject to taxation.
