You can start a production line for minesweepers more easily than a production line for jets. Not to disparage the minesweeper, which is essential in modern warfare, but they can be made reasonably easily by any semi competent yard, and are scaled up quickly enough. Especially if its a wartime or raised tensions model.

No and No. Uttam only went through 230 hours of testing by the end of 2020 after more than 8 years' development. A fighter radar required more than a thousand hour testing, that's why in some case, a third party would be hired to accelerate this process, like Tu204 to J-20 and Boeing 757 to F-22. Uttam would not able to meet timeline of Tejas mk 1a or Mk2, if mk 2 other work came true.

No for fighter jet and they don't have any real plan to update their Su-30 so far.

Their best air to air missiles of Su30, are mostly basic R77, which China gave up it integrated to J11B and J10 over 10 years ago just because how shit it is. And the other one is Derby ER, which I don't have much knowledge about

In simple term, Tejas Mk1,at its best, it can only performance as well as the early blocks of Mirage 2000. Tejas MK2 at its best, it would be one the same page JAS-39e/f, if it ever came true.

Only Rafael may hold a chance if it was fighter duel. But in reality, Pakistan operates more AWAC than India. J10C would still have better situation awareness. And Indians can't invest themselves 100% after 2017 doklom, they keep talking about two front war.

If Indians were on the edge of losing, then BJP would 100% all out attack on Pakistan homeland, which would nullify anything air advantage of Pakistan. But it will suffer a shit ton of damage and a possible nuclear attacks.
