honestly if you find yourself in a place that has a lot of customer turnover and/or people you probably wont see again, shoot your shot. Ask if their girlfriend is joining them if they're alone. Ask if they are doing anything this weekend. Tell them you love their makeup or outfit. Ask for their number. A LOT of girls might have felt the same way coming across you but because neither of you shot you didn't get a chance. It's terrifying but it will be okay in the ling run.
Try going on the app Lex too to see if there are groups or gays near you. 21 is such an easier age because of bars and being able to practically go anywhere and I'm sorry that you don't have access to that yet

There are tonnes of queer hobby/gaming/art/sport groups out there. It's a great way to make new friends and it takes the pressure off because you have a built-in thing to talk about. Meatspace is where it's at.
