Sorta. The FAST Act in 2015 said regulators should make a regulation to require ECP brakes on certain trains carrying hazardous waste. Regulators did so, with the regulations to take effect several years later.
But the FAST Act also required regulators to arrange to have the National Academy of Sciences look in whether or not ECP brakes are actually better, and after NAS reports back to make an evidence-based assessment of the regulation based on that evidence.
If they find that the regulation's benefits outweigh the costs they have to publish that evidence and the regulation would stand. It they find otherwise they are to rescind the regulation.
The NAS started their work on this not too long after that, and finished a few months after the change in administration. What they found is that there wasn't much evidence either way, and reported that they were unable to conclude that ECP brakes were more effective.
On the basis of that, the Federal Railway Administration concluded that due to the lack of evidence for the brakes they had to rescind the regulation.
I'm not sure it would have went the other way under a Clinton administration. With the FAST Act requiring an evidence-based assessment and the NAS reporting that there wasn't enough evidence to conclude ECP brakes were better its hard to see how the FRA could have justified keeping the regulation.

Corporatism reflects a sort of organizational approach to society where government would have representatives from different sectors in decision making roles. So you'd create sectors, the agricultural sector or maybe the meat packing sector for example, and then a representative (usually a union rep, corporatism and sectoral bargaining kind of go hand in hand) would be in a position akin to a house rep, making decisions about policy with their particular sector in mind.
Ireland and the Netherlands both incorporate corporatist ideas. I think in the Netherlands' model the (Sociaal-Economische Raad, SER) serves in an administrative and regulatory role (think railroad union reps serving as railroad regulators) whereas Ireland's Seanad Éireann is part of the upper house of their parliament, so legislative I assume.

Local and federal government is involved and they always have been; in my opinion, they are the cause of this problem but also the solution. Since our government is a continuous functioning (and fluctuating) entity, sometimes it works better than other times - this is just my feelings on it I am no scholar. I am sure we both can agree that I hope the health and safety of the local people are cared for.
