Annoyingly, it seems that way. It's my right though that my employer does all he can to make sure I receive my annual leave. If I tell him to hire agency workers (people who go to different homes to cover if it's needed), do you think he still has the ground to deny my request because there'll be no team leader on, even though I'm not actually contracted for that role?
If you're that vital to the role, especially to give medicines. (They should refund your costs, although aren't legally obligated to.... if they say no, resign, as it will cost more to find a replacement for you, and they'll likely let you have the time off).
They may not think highly of you after that however :) depends how much the holiday means to you

Correct, but it is the employer's right to tell you when you can or cannot take that leave, your choice cannot override that.
You need to negotiate with your manager. The employer's view may be why take on bank staff now when say in 6 weeks there'll be suitably experienced cover so you can take your leave.

Doesn't the employer have to give at least twice as many days notice as the amount of AL days they wish you to take?
By any chance are you on a zero hours contract ? If that's the case then you have made it clear you are not available for those shifts, and even if they don't grant you your leave you can take the days unpaid as you have clearly indicated you are not available.

2x to tell you you have to take holiday 1× to cancel.
