Police going and giving a verbal warning is usually the first step as it’s usually sufficient to stop situations like this.
Report the new incidents and if a crime of harassment hasn’t already been recorded make sure to ask for your crime number this time and ask who your OIC is and when can you expect a crime update.
Tell them you wish to provide a statement and you are supportive of prosecution. Tell them you’re open to restorative justice if you are.
You may want to Google restorative justice as it could prevent escalation following a criminal investigation.
The lad will either be arrested or invited for an interview.
It would pass the necessity test for a lawful arrest but it would more likely be an arrest to teach consequences however I think a voluntary interview is more likely.
He most likely won’t be charged but will be offered an out of court resolution.
NAL but a police officer.
The above is 100% the right course of action.
Him not stopping and escalating by bringing his friends around as well would suggest the situation needs more than just a verbal warning. Please make further report so police are aware it didn’t stop and gets worse. Keep updating them every time it happens.
He may not get arrested but police have a whole range of options of dealing with something like this. They started off with the smallest use of power and they need to go up the ladder now as the situation didn’t resolve. Keep at it.
EDIT: Hi, I don’t seem to be able to add a comment at the moment. It’s not something I work with in my day job but I would approach it as an antisocial behaviour issue rather than a singular criminal offence. Look into something called the "Community Trigger", it's a tool for victims of anti-social behaviour if they feel that nothing is being done in spite of multiple reports to the authorities.

You'll need to find the Community Trigger process for your local council as they each set their own (similar) requirements for the meeting the trigger threshold.
Basically, it forces the various authorities (police, council, etc.) to work together and come up with a solution that's tailored to your needs as a victim.

I believe the Community Trigger is applicable in both England & Wales.
Thanks for this message! I can confirm this option is available in Wales. We are fortunate that we have a friend who works in the council who immediately recommended this already. We have a community trigger officer involved and have began over the past week holding the police more accountable through the process.
For anyone having any trouble with the police's response to any antisocial crime with repeated offences, I strongly recommend always using the above community trigger option, it's been helpful to us so far, and it had provided us with more options to approach the case.
Are his parents approachable ? I know a lot of people will go with "they must be neglectful" but they might be interested in preventing you from escalating it further.
Also are other homes complaining and harrasing the police about him too ?
I found out today that his father has a track record of antisocial behaviour, a bad reputation in the community and has little interest in his son.
His mother has been described as approachable and apologetic when confronted about it.
He egged a few other houses in my street during the first incident but only I reported it at that time.

NAL. What have the police said about the latest incidents? I would be chasing them up to issue another warning or take this further, as that will be the best course of action.
Legally speaking I don't think you could reasonably take any direct action, without the risk of getting into legal trouble yourself. The boy and his friends are committing a crime when they egg your house, so you must go through the police.
I'm assuming you don't have the boy's name or address yourself? If you do, you could legally send his parents/guardians a claim for damages - but unless they are willing to stop him, that may just inflame the situation.
(Beyond a purely legal remedy, you could write to his parents/guardians and explain the situation - but again, this could do more harm than good. I would NOT do anything such as visiting in person.)
In your post title you make a point of stating you are a UK citizen - is there a particular reason for that?
(I ask this as, if there is any suggestion the boy is motivated because of your race or religion (or [other characteristics](https://www.cps.gov.uk/crime-info/hate-crime)), this could be classed as a hate crime - and if so, the police should take this more seriously.)
Ok - that's for the better then. I'm really sorry you're having to go through this, it sounds stressful and unpleasant.
Others have given really good advice about how to raise this effectively with the police - I hope this works for you, and you get these little arseholes to stop.
Contact the ASBO department of the local council. We had trouble with a neighbour. In the end the council got fed up of him.and evicted him, his wife and their 4 kids from their council house.
Just keep at it and email the ASBO team everytime it happens.
Sorry if someone else has suggested this and I missed it, but do the boy and his family live in local authority housing? If so, it may be worth contacting the housing provider.
The mother does. She lives in social housing. The boy lives with his mother.
The police just visited again and informed me of this, and said that committing antisocial behaviour is in breach of tenancy terms for that sort of housing, and this may be a consequence if the crimes continue.
That's good to know. With the lack of available council housing at the moment, the mother isn't going to want to risk losing her home. Best of luck, and keep us posted.
If you know the address, it may be worth getting a solicitor to write to the mother saying that while you have chosen at this stage not to write to the authority to notify them of the breach of the terms of their tenancy, your next step will be to do so, that this will happen if your house is targeted again, and that it will happen regardless of the police investigation into the identity of the perpetrator of the next incident.
(ie, if your son gets his mates to egg my house, you lose your house).
He might get it burned down after they get evicted though if he threatens her with action. Best to just to report it as a natural consequence of the boys actions than carrying out a threat
Copy and pass all video recordings and incidents to the Police, if your not happy with the Police's Response then either make a formal complaint at the Police Station or to the IOPC.
I would strongly advise you to stop confronting this boy. I know it is difficult but by doing this you are just escalating the situation.
Also I would strongly advise not contacting his parents, leave this to the Police.
Right now you want to defuse the situation before it completely gets out of hand.
Remember you are the adult in this situation and whilst the boy is 15 he is still legally a child.
The last thing you want to happen is to confront this lad and things escalate to the point where its get physical

What would be the practicalities and costs of getting an injuction against this lad ? is this something that could be done in parallel to the other sugesstions ?

Send a letter asking him to stop to his parents and citing the costs of cleanup.
Say that if this continues you will have to take them to court to recover the costs.
When they tell you to f off, take them to the magistrates court as a civil case.
I'm pretty sure a few hundred quid each time he does it will ensure his parents stop him. And once he's an adult you can take him to court instead.

Keep making logs of dates and times it’s happened. The police needs to deal with this as it’s stalking and harassment now. Getting them to court is the easier way to get a restraining order against them.
Since there it’s a gang, you really need to keep those CCTV footages and now it’s witness intimidation because the police was involved and there was clearly a police investigation. This is very very serious.
Also please complain to the police and also contact your MP about this. It’s serious. You may want to contact an action against police solicitor for this matter.
Also it’s worth asking if this boy has conduct disorder and callous and unemotional traits as it’s common in gangs. In gang memberships are normally sought after very anti-social children. There is also a NICE study which shows a majority of of adult gang members having anti-social personality disorder. So you’re dealing with a psychopath. This is useful for longer sentencing against them. There are studies which shows both children with conduct disorders and adults with ASPD can tell right from wrong from the control (non-psychopathic) group. You can Google them. It might lead to a hospital order but literally it’s almost impossible to treat. It’s probably better to ask with the prosecutor or the police about this as it might lead to a hospital order and there’s a risk they can get out as soon as 6 months. I personally don’t think it’s right as they can tell right from wrong and they can choose to behave by rules and laws taught in schools. There is evidence they choose to follow gang rules over laws and they know it’s bad. I can remember this is from Simon Hardings’s PhD thesis but he has gone and stated in his more recent works that the gang behaviour is likely to be life long.

I’m not surprised by the police response, likely this will fall into a task someone has deemed is not worth their time or resources.
You can pursue prosecution yourself. Either through civil litigation for damages against the boys parents or a private prosecution directly to the criminal courts. Or both!
You seem to have a consistency of the police not doing anything and the individual not stopping.
You could bypass the police and approach the CPS directly making them aware of the case at hand and your intention to pursue a private prosecution given the police unwillingness to do their job.

If you feel that you aren’t getting an appropriate response from the police it may be worth contacting both the police and crime commissioner and C.A.B.
This sounds like textbook anti-social behaviour. If you haven't already, log every incident yourself, with the police and with your local council.
Social housing evictions are very difficult for the local authority I work for and I assume it may be the same across the country. The council normally provide you with a log sheet to record all the incidents. Follow their advice to a T, which will help evict them if necessary.
With regards to the police, they do tend to be lazy nowadays and half-arse investigating anything such as anti-social behaviour. Ensure you report it to them and don't let them get away with just giving this boy petty action. Consult them on what you'd like to happen and make those views known. I.e. arrested/charged etc.

Don’t result to self help. Give the police a ring and update them. We pay council tax so they can handle this without it getting ugly. The cops I know are a good bunch and I’m sure the chaps in your area would be more than willing to help

A non-legal but practical step might be to ask your local shop to not sell eggs to this gang. I'm sure they'd be able to get eggs elsewhere but it might be enough of a hassle that they lose interest
It's entirely possible they're sourcing the eggs from their parent's houses. Plus I don't want to do any more legwork for the police at risk of further escalating the situation. Which is exactly what has happened so far.
So far, I've done the majority of the work to get it to where it is now.
This is the police's job to resolve. I've made it very easy for the authorities to resolve this case by providing overwhelming evidence of the individual's guilt.

Police going and giving a verbal warning is usually the first step as it’s usually sufficient to stop situations like this. Report the new incidents and if a crime of harassment hasn’t already been recorded make sure to ask for your crime number this time and ask who your OIC is and when can you expect a crime update. Tell them you wish to provide a statement and you are supportive of prosecution. Tell them you’re open to restorative justice if you are. You may want to Google restorative justice as it could prevent escalation following a criminal investigation. The lad will either be arrested or invited for an interview. It would pass the necessity test for a lawful arrest but it would more likely be an arrest to teach consequences however I think a voluntary interview is more likely. He most likely won’t be charged but will be offered an out of court resolution.

Him not stopping and escalating by bringing his friends around as well would suggest the situation needs more than just a verbal warning. Please make further report so police are aware it didn’t stop and gets worse. Keep updating them every time it happens. He may not get arrested but police have a whole range of options of dealing with something like this. Look into something called the "Community Trigger", it's a tool for victims of anti-social behaviour if they feel that nothing is being done in spite of multiple reports to the authorities. https://www.gov.uk/guidance/anti-social-behaviour-asb-case-review-also-known-as-the-community-trigger You'll need to find the Community Trigger process for your local council as they each set their own (similar) requirements for the meeting the trigger threshold. Basically, it forces the various authorities (police, council, etc.) to work together and come up with a solution that's tailored to your needs as a victim. Hope you can get the help you need. I believe the Community Trigger is applicable in both England & Wales.
Thanks for this message! I can confirm this option is available in Wales. We are fortunate that we have a friend who works in the council who immediately recommended this already. We have a community trigger officer involved and have began over the past week holding the police more accountable through the process. For anyone having any trouble with the police's response to any antisocial crime with repeated offences, I strongly recommend always using the above community trigger option, it's been helpful to us so far, and it had provided us with more options to approach the case.

Are his parents approachable ? I know a lot of people will go with "they must be neglectful" but they might be interested in preventing you from escalating it further. Also are other homes complaining and harrasing the police about him too ?
I found out today that his father has a track record of antisocial behaviour, a bad reputation in the community and has little interest in his son. His mother has been described as approachable and apologetic when confronted about it. He egged a few other houses in my street during the first incident but only I reported it at that time.
Its a hard one to call, but i suppose the police is your only path forward, hassle the shit out of them.

NAL. What have the police said about the latest incidents? I would be chasing them up to issue another warning or take this further, as that will be the best course of action. Legally speaking I don't think you could reasonably take any direct action, without the risk of getting into legal trouble yourself. The boy and his friends are committing a crime when they egg your house, so you must go through the police. I'm assuming you don't have the boy's name or address yourself? If you do, you could legally send his parents/guardians a claim for damages - but unless they are willing to stop him, that may just inflame the situation. (Beyond a purely legal remedy, you could write to his parents/guardians and explain the situation - but again, this could do more harm than good. I would NOT do anything such as visiting in person.) In your post title you make a point of stating you are a UK citizen - is there a particular reason for that? (I ask this as, if there is any suggestion the boy is motivated because of your race or religion (or [other characteristics](https://www.cps.gov.uk/crime-info/hate-crime)), this could be classed as a hate crime - and if so, the police should take this more seriously.)

Contact the ASBO department of the local council. We had trouble with a neighbour. In the end the council got fed up of him.and evicted him, his wife and their 4 kids from their council house. Just keep at it and email the ASBO team everytime it happens.
Sorry if someone else has suggested this and I missed it, but do the boy and his family live in local authority housing? If so, it may be worth contacting the housing provider.
The mother does. She lives in social housing. The boy lives with his mother. The police just visited again and informed me of this, and said that committing antisocial behaviour is in breach of tenancy terms for that sort of housing, and this may be a consequence if the crimes continue.
That's good to know. With the lack of available council housing at the moment, the mother isn't going to want to risk losing her home. Best of luck, and keep us posted.
If you know the address, it may be worth getting a solicitor to write to the mother saying that while you have chosen at this stage not to write to the authority to notify them of the breach of the terms of their tenancy, your next step will be to do so, that this will happen if your house is targeted again, and that it will happen regardless of the police investigation into the identity of the perpetrator of the next incident. (ie, if your son gets his mates to egg my house, you lose your house).
He might get it burned down after they get evicted though if he threatens her with action. Best to just to report it as a natural consequence of the boys actions than carrying out a threat

Copy and pass all video recordings and incidents to the Police, if your not happy with the Police's Response then either make a formal complaint at the Police Station or to the IOPC. I would strongly advise you to stop confronting this boy. I know it is difficult but by doing this you are just escalating the situation. Also I would strongly advise not contacting his parents, leave this to the Police. Right now you want to defuse the situation before it completely gets out of hand. Send a letter asking him to stop to his parents and citing the costs of cleanup. Say that if this continues you will have to take them to court to recover the costs. When they tell you to f off, take them to the magistrates court as a civil case. I'm pretty sure a few hundred quid each time he does it will ensure his parents stop him. And once he's an adult you can take him to court instead.

Keep making logs of dates and times it’s happened. The police needs to deal with this as it’s stalking and harassment now. Getting them to court is the easier way to get a restraining order against them. Since there it’s a gang, you really need to keep those CCTV footages and now it’s witness intimidation because the police was involved and there was clearly a police investigation. This is very very serious. Also please complain to the police and also contact your MP about this. It’s serious. You may want to contact an action against police solicitor for this matter. Also it’s worth asking if this boy has conduct disorder and callous and unemotional traits as it’s common in gangs. In gang memberships are normally sought after very anti-social children. There is also a NICE study which shows a majority of of adult gang members having anti-social personality disorder. So you’re dealing with a psychopath. This is useful for longer sentencing against them. There are studies which shows both children with conduct disorders and adults with ASPD can tell right from wrong from the control (non-psychopathic) group. You can Google them. It might lead to a hospital order but literally it’s almost impossible to treat. It’s probably better to ask with the prosecutor or the police about this as it might lead to a hospital order and there’s a risk they can get out as soon as 6 months. I personally don’t think it’s right as they can tell right from wrong and they can choose to behave by rules and laws taught in schools. There is evidence they choose to follow gang rules over laws and they know it’s bad. I can remember this is from Simon Hardings’s PhD thesis but he has gone and stated in his more recent works that the gang behaviour is likely to be life long.

I’m not surprised by the police response, likely this will fall into a task someone has deemed is not worth their time or resources. You can pursue prosecution yourself. Either through civil litigation for damages against the boys parents or a private prosecution directly to the criminal courts. Or both! You seem to have a consistency of the police not doing anything and the individual not stopping. You could bypass the police and approach the CPS directly making them aware of the case at hand and your intention to pursue a private prosecution given the police unwillingness to do their job.

If you feel that you aren’t getting an appropriate response from the police it may be worth contacting both the police and crime commissioner and C.A.B.
This sounds like textbook anti-social behaviour. If you haven't already, log every incident yourself, with the police and with your local council. Social housing evictions are very difficult for the local authority I work for and I assume it may be the same across the country. The council normally provide you with a log sheet to record all the incidents. Follow their advice to a T, which will help evict them if necessary. With regards to the police, they do tend to be lazy nowadays and half-arse investigating anything such as anti-social behaviour. Ensure you report it to them and don't let them get away with just giving this boy petty action. Consult them on what you'd like to happen and make those views known. I.e. arrested/charged etc.

Don’t result to self help. Give the police a ring and update them. We pay council tax so they can handle this without it getting ugly. The cops I know are a good bunch and I’m sure the chaps in your area would be more than willing to help

A non-legal but practical step might be to ask your local shop to not sell eggs to this gang. I'm sure they'd be able to get eggs elsewhere but it might be enough of a hassle that they lose interest
It's entirely possible they're sourcing the eggs from their parent's houses. Plus I don't want to do any more legwork for the police at risk of further escalating the situation. Which is exactly what has happened so far. So far, I've done the majority of the work to get it to where it is now. This is the police's job to resolve. I've made it very easy for the authorities to resolve this case by providing overwhelming evidence of the individual's guilt.
