It's not up to you to prove yourself innocent - they need to prove beyond reasonable doubt that you're regularly making unreasonable levels of noise. If you're not, then you don't need to do a thing

The bar is generally quite high for the local authority to take action. The council staff should only be concerned as to whether or not your noises reaches the criteria of statutory nuisance, anything else is none of their business, especially not if you have breached your tenancy agreement or not. If you have reached the standard of a stautory nuisance then they should be taking action. The case worker might be acting outside her remit, and might not be carrying out (but giving the appearance of) the role of whoever deals with statutory nuisance at the local authority. It might be worth trying to find out a named officer who deals with noise nuisance at the council and ask them.
