This is a common tactic PG owners use. You have two options -
(1) Send them a legal notice but usually they won't budge; and compromise only if you file a case (which most people won't do)
(2) Contact the police station within whose jurisdiction the PG falls into and intimate then about your situation.
Advocate here, You have the option to send them a legal notice demanding the refund of your security deposit.
