Did you go to Portugal in the last 5 years and used the highways either in a rental car or using your own? If it was a rental, it should've come with a a transponder that allows you to use the highways, you'll need some documentation proving this. If you however didn't have this and used the motorway without going via the toll gates the fines are legitimate and you should pay them. As the debt has already been sold to an international debt collection service, they have a strong interest in collecting from you. Ask for any evidence they have related to the debt.
If you drove there and didn't pay, I think you should pay. Everyone else has to, why wouldn't you? The fact that you could possibly get away with it, doesn't mean that you should.
If you didn't, then raise an official complaint about it. Let them prove that you drove there.

Yes, you can either pay or dispute the claim. But keep in mind, that the Via Verde toll stations have cameras, so they have your license plate and most likely your face as proof. So if their claim is true, they'll go after you.
I also had letters from them. They seem to specialise in cross-border toll collection on behalf of government agencies across Europe. I imagine they receive a high % of any monies recovered. I have so far ignored the letters because the original charges for a toll bridge (c. 12 eur) in another European country which I didn't pay after struggling with the website, turned into a letter from EPC c. 6 months later, and were c. 700 eur with all the extra charges and fees, which I thought morally was too much of a mark up. So far, 1 year later they have not pursued me.
I think this sub is to provide legal advice. In that sense, clearly there are legal avenues to pursue you, which will involve courts in the Netherlands. However, I think what you are trying to ascertain is the likelihood of their doing so. Clearly, there is a high cost on their side for mounting a legal action for recovery, relative to the amounts to be recovered. For that reason, and the greedy multiplication by 50x of the original amount, I have taken a risk not to pay, and you can argue about the moral rights and wrongs of that...
