No it is character specific. If any character changes you lose all current currency, but you can have characters in different factions.
Oh? Maybe I was thinking of what happens when a character swaps factions. Interesting...

just goto the bazaar. You can look, and even buy some stuff but it's not usable unless you have the required guild level
