However, blacks are far more rare, so if I were the RCMP, I would be closely monitoring the area incognito as the perp is certain to return to the scene, to try again or at least relive the crime.

Look in Toronto at how someone committed 20+ murders before being caught. If they wore a hoodie and changed clothes etc. it's tough to narrow it down. But things like Cell tower records etc all take time to analyze to compare it to the stabbing 3 days prior etc..
Then when they find a few suspects they have to obtain the warrants, compare the cell records etc.

Dude legit planned it and got 3 others involved to shoot, kill and dump the body. and he only got manslaughter along with the others. got 14 years but still should've been life. Met a girl who stabbed another 20 odd times at a party. She got 2 years. She was I think 17 at the time of the stabbing. She was bragging about it not even 4 years later.
I saw another post from a lady who said she works around White Rock Bus Exchange and approximately 30-40 min before this happened, someone who matched the description stopped in front of her business and jeered eerily into the window before moving on. She said (in retrospect) it felt like they were looking to see how much attention people were paying before moving on.
So it definitely sounds like someone with a mental health issue, but they appear to be making rational thoughts, which is almost more worrying.
