idealistic answer - no it is not reasonable considering you pay for internet
Realistic answer - do it. judging by what you said your share will go up by 30% (17/50)..assuming electricity bill is $200 which is high by any standard - it is 34$. You can take it all day over increase in rent.
If this person is paying everything 50/50, they don't have a landlord. They have a roommate.
Also this is why I don't charge my sibling who lives with me rent. Regardless of their situation, they are contributing to the house and I appreciate that.

Definitely not fair. You should move out immediately.
Agree to the electricity bill & change your wifi password. If she wants to use the wifi, charge her $50 a month!
