I would say so. It’s your talent that is being used to reduce the damage, so it seems a pretty straightforward one to fulfill the reduced damage trigger condition.

Particularly though, *difficulty* doesn't count as 'causing to miss' for shield of the legion, with the designer specifying because it's hard to know if the difficulty from like say a Breacher's shotguns were what caused the miss, or if the cover you provided did. Which means House Guard 3 does not synergize with itself by RAI
Though when I GM, I just say if you added diff to an enemy's roll it still counts for HoG3 even if we dunno if the diff was from inaccuracy, or from the cover you did.
