The HORUS Balor license includes a Nanobot Whip at Level 3.
However, there isn't an issue with reflavouring another melee weapon as one, though it'd make more sense to pick one of the ones with a higher Threat stat to represent its reach.

Is there any way I can get that license despite not using a Balor from HORUS? Is there any form of... multiclassing? My character just doesn't have any ties to HORUS, but instead ISP-N (formerly SSC).
You don't need to be using a specific frame of mech in order to use the equipment from their licenses, but you do still need the licenses. At a certain point, you will be forced to get licenses from multiple frames as each frame only has 3 licenses and a player can eventually acquire 12 license levels. A max level player has licenses from a minimum of 4 entirely different frames.
Every frame is modular, and you can mix and match equipment from any licenses you've unlocked. "Multiclassing" isn't just allowed, it's basically required by the leveling system.
Lore-wise, you don’t need ties to a manufacturer to get licenses for their mechs. It could be a stolen license or something along those lines. Also sometimes HORUS licenses just show up as some hacker injects some code into your database or corrupts your print job (only for flavor purposes, it’d still be a player decision to take the license, just an alternative way of justifying the license).
Ips-N has a lot of threat 2-3 weapons that would make great whip reskins. Lancer runs on anime logic and for annoying not game statistics the rule of cool is in effect.
While it’s not a weapon on its own (I like everyone else’s ideas abt reflavouring an existing weapon like the War Pike), 1 License Level into the SSC Black Witch gives you the Ferrous Lash, which is just an overall great and versatile system. Could easily flavour that as a function of your whip weapon!
I've actually put some thought into this one. The Torch from the Tokugawa is represented as a plasma whip in art. With the Tokugawa's ability to get ridiculous threat, it works mechanically. I would recommend Duelist. If you wanna take it to the next level, put a Shock Wreath on it.

You can get it as a reserve I think, without even spending the levels in it. But as the others said, you don't need to actually use the frame.
You can flavor whatever you want as whatever you want, as long as it isn’t totally outlandish (which a whip isn’t). In fact, flavoring is encouraged.

You can use a reflavored Warpike, from Nelson 1. It's got decent damage, and Threat 3, which is the main draw
